With credit card fraud estimated to be in the hundreds of millions of sterling in the UK alone, retail payment security is a hot issue. EMV specifications are being mandated by MasterCard and Visa for adoption by card-issuing banks, placing the burden for losses incurred during a fraudulent transaction on the issuing bank. This means in practice that the liability for fraudulent credit card transactions lies with the issuing bank. This incentive to issuers to convert from magnetic swipe cards to smart cards is leading to an increase in the replacement and upgrade rate for point-of-sale terminals.
